Cash on Delivery

Nancy Birdsall

Foreign aid has no shortage of critics. Some argue that it undermines development and inherently does more harm than good; others insist that aid must be seriously reformed to work properly. Cash on Delivery (COD) Aid proposes serious reform to make aid work well by forcing accountability, aligning the objectives of funders and recipients, and sharing information about what works.Public and private aid can improve lives in poor countries, but the willingness of taxpayers and private funders to finance aid programs depends more than ever on showing results. COD Aid is a funding mechanism that hinges on results. At its core is a contract between funders and recipients that stipulates a fixed payment for each unit of confirmed progress toward an agreed-upon goal. Once the contract is struck, the funder takes a hands-off approach, allowing the recipient the freedom and responsibility to achieve the goal on its own. Payment is made only after progress toward the goal is independently verified by a third party. At all steps, a COD Aid program is remarkably transparent: the contract, the amount of progress made, and the payment are disseminated publicly to highlight the credibility of the arrangement and improve accountability to the public. COD Aid is a new approach to foreign aid, but one that complements other aid programs and would ultimately encourage funders and recipients to use existing resources more efficiently.Cash On Delivery Aid: A New Approach to Foreign Aid explains the approach in detail and investigates its application in one sector: education. More specifically, the authors show how foreign aid agencies could use COD Aid to help developing countries achieve universal primary school education. The example illustrates how to deal with potential challenges of the approach—challenges that are no greater than those of traditional aid—and includes model term sheets for contracts that could be used for any COD Aid agreement.

Rescuing the World Bank

Nancy Birdsall

The World Bank is assailed by critics on the left, right and center on the grounds it is not effective, not accountable, not democratic or legitimate, and most threatening of all, not relevant in a global economy where private capital, production, and ideas dominate. Yet the world needs a strong World Bank working with other international institutions to manage development and the related global challenges of the 21st century. Are the Bank's shortcomings exaggerated or potentially fatal? If potentially fatal, can this critical institution be rescued? Rescuing the World Bank explores the answers to these questions. The first part of the book, The Hardest Job in the World: Five Crucial Tasks for the New President of the World Bank, is a report by a Center for Global Development (CGD) Working Group delivered to Paul Wolfowitz on his first day in the office in June 2005. The second part comprises selected essays, many first presented at a CGD Symposium in the fall of 2005. The Working Group members and essay authors represent a rich array of experience and views. CGD president Nancy Birdsall was co-chair of the Working Group and selected and edited the essays. Her view that the Bank is a crucial global institution but potentially at risk is widely—but not universally—shared by the Working Group members and the essay authors. The provocative volume will be widely read and discussed by those who are actively grappling with how to strengthen the World Bank, by its many stakeholders, and by readers with a broad interest in development seeking a better understanding of this vital and complex institution as it struggles to adapt to the demands of the 21st century.

Cash on Delivery

Nancy Birdsall

Cash on Delivery (COD) Aid proposes a new approach to foreign assistance—one that links aid payments more directly to desired outcomes to promote accountability, responsibility, learning, and strengthening of local institutions.Using an example from education, this book outlines how COD Aid could work in practice. It offers guidance on the identification of measurable outcomes and mechanisms for verification and the management of a variety of risks. The authors provide practical advice, documents, term sheets, and other supporting material that donors and potential recipient governments can use as a basis for designing and implementing COD Aid in particular settings. It also shows how COD Aid could be applied to other sectors and includes guidance for assessing whether COD Aid is achieving its goals.

Beyond the Border and Across the Atlantic

Loretta Bondi

In 2000, the Advent of Vicente Fox Quesada to the presidency of Mexico promised to change the course of Mexican foreign policy. It would open the country to outside influences and engage the nation in a new activism on the international scene. Mexico's new voice would be heard at the United Nations in support of international human rights and multilateralism. It would resonate at the Organization of American States to forge an area of democracy, durable peace and security in the western hemisphere. Mexico would seek to inject a new vision and a new sense of purpose in its relationship with the US, and work with the European Union to foster or enhance both common goals and Mexico's own development agenda. Mexico's experiment is of particular interest for some of its innovative characteristics. In its attempt to break with its isolationist past, Mexico enlisted support from the international community to help the country through its transition to democracy, and to anchor it to the evolving security debate in the post-September 11th 2001 environment. Beyond the Border and Across the Atlantic chronicles crucial choices and defining moments of Mexico's unique experiment in the international foreign and security arena, and describes President Fox's fascinating roller-coaster of successes and failures on the multilateral and bilateral scene.

Global Flow Security

Erik Brattberg

The Center for Transatlantic Relations and the Swedish Institute of International Affairs have brought together strategists and experienced practitioners from many different countries to explore how long-term global trends may impact the future of critical global flows–in areas such as energy, resources, IT and communications, trade, ideas, technology, finance, and illicit flows. Policy recommendations focus on how the European Union and the United States can work together to help ensure the continuity and maintenance of these critical global flows as we look towards 2030.

The European Union Constitutional Treaty

Esther Brimmer

Europeans have long sought to form "an ever closer union" through the European Union and its predecessors. Can a closer union be based on the constitutional treaty signed at the June 2004 summit meeting? What will it mean for Americans? This volume offers perspectives on these questions as it reviews the process by which the treaty was concluded, compares it to the American constitution, and discusses the treaty's prospects for passage. Contributors include Stefan Fröhlich (University of Erlangen-Nuremberg), Stephen Breyer (associate justice, U.S. Supreme Court), Robert Cottrell (Financial Times), Esther Brimmer (Center for Transatlantic Relations), Günter Burghardt (Delegation of the European Commission to the U.S.), and Lamberto Dini (senator, Republic of Italy).

The Strategic Implications of European Union Enlargement

Esther Brimmer

Enlargement will change the nature of the European Union, but how will it affect international affairs? The EU and its member states command significant economic resources and have launched a Common Foreign and Security Policy. Yet the demands of taking on ten new countries, concluding a constitutional treaty to accommodate decisionmaking, and dissipating acrimony after the war in Iraq, all complicate efforts to develop and enhance the EU's international presence. This book considers the impact of enlargement with respect to the EU's perception of its international role in specific geographical regions. The contributors discuss a range of global issues, including the environment, food policies, development, terrorism, and the use of force. Contributors include Stefan Fröhlich (University of Erlangen-Nuremberg), Hanna Ojanen and Kristi Raik (Finnish Institute of International Affairs), Ulrike Guerot (German Marshall Fund Berlin Office), Stanislaw Tekieli (Center for Eastern Studies, Warsaw), Michael Leigh (European Commission Directorate General for External Affairs), Henri Barkey (Lehigh University), Anne-Marie LeGloannec (Centre d'Etudes et de Recherches Internationales, Foundation Nationale des Sciences Politiques), Stanislav Tkachenko (St. Petersburg University), Nicolae Idu (European Institute of Romania), Ulrich Weisser, Esther Brimmer, Chantal de Jonge Oudraat, and David Michel, (Center for Transatlantic Relations, Johns Hopkins –SAIS), Daniel Gros (CEPS), Angel Ubide (Tudor Investments), Patrick Cronin (CSIS), and Antonio Missoroli (EU Institute for Security Studies).
