The Glorification of Plunder

Malcolm James

This book is about two things: tax and power. This book explores the complex dynamics of the debates which inform tax policy, the interaction between tax and power and how power relations between various groups in society and between individuals and the state are manifested through tax system. The New Frontiers of Europe

Daniel S. Hamilton

A Center for Transatlantic Relations SAIS and The Calouste Gulbenkain Foundation publicationThe European Union has expanded from 15 to 25 countries, with more candidates knocking on the door. This new diversity both enriches the EU and challenges its cohesion. Is a bigger EU a better EU? Where does "Europe" end? The Calouste Gulbenkian Foundation asked prominent authors from EU nations and important neighbors to examine the implications and consequences of European Union enlargement. The New Frontiers of Europe offers a range of views on the opportunities and challenges posed by these historical changes.Contributors include: Jean-Louis Bourlanges, Boris Cizelj, Antione Compagnon, Therese Delpech, Ragip Duran, Michael Emerson, Yegor Gaidar, Laszlo Halpern, Daniel S. Fighting Terrorist Financing

Anne C. Richard

International and European regional organizations are playing an important role in combating terrorist financing. Underneath news reports of transatlantic tensions and arguments is a significant and largely successful multilateral effort, one that forms the basis for a common international approach to the problem. This book explains how use of common conventions, standards (e.g., the Financial Action Task Force's standards), and approaches by many different international, regional, and specialized institutions is a major step forward in the fight. Author Anne Richard recommends expanding and deepening these efforts across Europe and in neighboring regions. The book also calls for improving methods used to fight terrorist financing.

Transatlantic Transformations

Daniel S. Hamilton

The United States is engaged in an ambitious agenda of defense transformation that is revolutionizing the way the U.S. military organizes, trains, fights, and even thinks about conflict. What impact will this have on America's European allies? How can NATO transform itself for the 21st century? This volume examines the implications of U.S. defense transformation for NATO, particularly how America and its allies can close the "transatlantic transformation gap"—a looming breach in strategic orientation, spending priorities, and conceptual and operational planning and training. It examines European approaches to defense transformations and charts the progress made by the Alliance from Kosovo to Kabul—while showing how far it still has to go. The authors approach the issue of NATO transformation from different perspectives. As a whole, however, their argument is straightforward. If Alliance transformation is to be successful it must include, but also go beyond, the purely military dimension. NATO must transform its scope and strategic rationale, its capabilities, its partnerships—its very ways of doing business. They offer a range of policy prescriptions for the NATO Summit in Istanbul and beyond. Contributors include Richard L. Kugler, Rob de Wijk, George Robertson, Yves Boyer, Jeffrey P. Bialos, Andrew James, Hans Binnendijk, Manfred Engelhardt and Stuart L. Koehl.

Conflict and Cooperation in Transatlantic Relations

Daniel S. Hamilton

In the wake of the transatlantic crisis over Iraq, are Americans and Europeans ready to forge a future together? Can the grand project of European integration be reconciled with a strategic reorientation of the transatlantic relationship to a global agenda? Or are Europeans and Americans destined to drift apart? The Calouste Gulbenkian Foundation asked prominent authors from both sides of the Atlantic to look beyond tensions over Iraq to deeper trends affecting the relationship. This collection of their views provides a balanced and thoughtful look at the challenges ahead in transatlantic relations. Contributors include Samuel Brittan (Financial Times), Chester A. Crocker (Georgetown University), Konstanty Gebert (Gazeta Wyborcza and Midrasz), Guillermo de la Dehesa (CEPR), Philip H. Gordon (Brookings Institution), Eduardo Marçal Grilo (Calouste Gulbenkian Foundation), Daniel S. European Defense Research & Development

Jeffrey P. Bialos

The enormous influence of technology on the conduct of modern warfare has been made obvious by recent conflicts in the Balkans, Afghanistan, and Iraq. Because current defense research and development (R&D) spending is a leading indicator of future defense technology, it is significant that Europe's investment in defense R&D is only one fourth that of the United States. The "R&D gap" continues to expand as the pace of U.S. spending accelerates while that of Europe remains flat. Moreover, the impact of European defense R&D is dissipated through fragmentation and duplications of effort in parallel national programs. The contributors to this volume consider the implications of this situation for tomorrow's European defense capabilities. They predict how the R&D gap could affect the future of transatlantic relationships and discuss the effectiveness of current efforts to rectify the problems. The book also discusses the prospects for expanded cooperation in defense research and development between the United States and its European allies. Contributors include Klaus Becher (European Union's Institute for Security Studies and Knowledge and Analysis LLP), Kenneth Flamm (Lyndon B. Johnson School of Public Affairs, University of Texas at Austin), Masako Ikegami (Center for Pacific Studies, Stockholm University), Jeffrey P. Bialos (Center for Transatlantic Relations, Johns Hopkins University – SAIS), David Gould (UK Defense Procurement Agency), Andrew James (University of Manchester, UK), Staffan Nasstrom (Swedish Defense Material Administration), Yves Boyer ( Fondation pour la Récherche Stratégique), Stuart Koehl (Center for Transatlantic Relations).

The European Union Constitutional Treaty

Esther Brimmer

Europeans have long sought to form "an ever closer union" through the European Union and its predecessors. Can a closer union be based on the constitutional treaty signed at the June 2004 summit meeting? What will it mean for Americans? This volume offers perspectives on these questions as it reviews the process by which the treaty was concluded, compares it to the American constitution, and discusses the treaty's prospects for passage. Contributors include Stefan Fröhlich (University of Erlangen-Nuremberg), Stephen Breyer (associate justice, U.S. Supreme Court), Robert Cottrell (Financial Times), Esther Brimmer (Center for Transatlantic Relations), Günter Burghardt (Delegation of the European Commission to the U.S.), and Lamberto Dini (senator, Republic of Italy).

The Strategic Implications of European Union Enlargement

Esther Brimmer

Enlargement will change the nature of the European Union, but how will it affect international affairs? The EU and its member states command significant economic resources and have launched a Common Foreign and Security Policy. Yet the demands of taking on ten new countries, concluding a constitutional treaty to accommodate decisionmaking, and dissipating acrimony after the war in Iraq, all complicate efforts to develop and enhance the EU's international presence. This book considers the impact of enlargement with respect to the EU's perception of its international role in specific geographical regions. The contributors discuss a range of global issues, including the environment, food policies, development, terrorism, and the use of force. Contributors include Stefan Fröhlich (University of Erlangen-Nuremberg), Hanna Ojanen and Kristi Raik (Finnish Institute of International Affairs), Ulrike Guerot (German Marshall Fund Berlin Office), Stanislaw Tekieli (Center for Eastern Studies, Warsaw), Michael Leigh (European Commission Directorate General for External Affairs), Henri Barkey (Lehigh University), Anne-Marie LeGloannec (Centre d'Etudes et de Recherches Internationales, Foundation Nationale des Sciences Politiques), Stanislav Tkachenko (St. Petersburg University), Nicolae Idu (European Institute of Romania), Ulrich Weisser, Esther Brimmer, Chantal de Jonge Oudraat, and David Michel, (Center for Transatlantic Relations, Johns Hopkins –SAIS), Daniel Gros (CEPS), Angel Ubide (Tudor Investments), Patrick Cronin (CSIS), and Antonio Missoroli (EU Institute for Security Studies).

Changing Identities and Evolving Values

Esther Brimmer

This book is part of CTR's Changing Societies series. The contributors offer perspectives on how underlying values affect government policies—from homeland security to religion and society. Defending the Gains?

Esther Brimmer

If a nation's fledgling democracy is in trouble, what should outsiders do? Esther Brimmer examines the effectiveness of U.S. and European responses when other countries' newfound democratic gains begin to erode. Brimmer asks tough questions about democracy promotion in transatlantic diplomacy. Is it actually helping to deepen democracy around the world? Efforts have focused primarily on ways to encourage democracy where it does not exist, or to consolidate democracy where it has taken hold. But what can and should the United States and Europe do when democracies infringe upon basic democratic principles, or there is a general erosion of democracy? Is there a role for outsiders when democracy is under threat? Should the U.S. and EU support democracy or just stability? Do they need to confront a backlash against democracy or "democracy promotion"?

Ideas for America's Future

Jeffrey P. Bialos

The next U.S. president will need to adopt a national security strategy for the post-Iraq era that reflects our core values, can earn the trust of the American people and coalition partners, and can protect the country. This book sets forth some of the core elements of a new American strategy. The book discusses how to shape our security policies for dealing with rising power China, emerging power India, and declining power Russia. It addresses how to maintain American openness to foreign ideas, people and capital, and how to win hearts and minds in the struggle against radical Jihadism. It also looks at how to refocus our military and civilian national security capabilities to address the low intensity missions we are likely to face—from insurgency to stabilization and reconstruction to tsunamis.

Fortresses & Icebergs, Volumes 1 and 2

Jeffrey P. Bialos

Commissioned by the U.S. Department of Defense, this book uses disciplined diagnostic methodologies to assess the openness and accessibility of European and U.S. defense markets. The authors also evaluate the evolving European institutions, laws, policies, practices, and arrangements that impact the defense industry. They also propose recommendations for the future. As the book discusses, a more open and competitive transatlantic defense market can potentially facilitate greater force interoperability and capability acquisition in an era where coalition warfare is the norm. A more competitive market would also encourage greater competition, and the affordability and innovation it brings, in a time of global defense industrial consolidation.

Leadership in Unconventional Crises

Erwan Lagadec

We have entered the age of the unconventional crisis. In 2009 the worldwide economic recession and the A(H1N1) pandemic became the latest in a daunting series of events—9/11, the anthrax crisis, the SARS outbreak, the 2003 heat wave in Europe, the 2004 tsunami, Hurricane Katrina—that required responses beyond the standard call for more assets, planning, technical knowledge, and media training.Standard responses to unconventional crises have yielded repeated failures of leadership and imagination. This book argues that to deal effectively with complex disasters, leaders and crisis managers must be educated to think on their feet in chaotic environments; to wage a war of movement against unconventional threats. We need strategic rethinking of the meaning of leadership and resilience, in addition to mapping out new allocations of roles and responsibilities across organizations, sectors, and countries. To tackle these issues, the Center for Transatlantic Relations launched the project "Unconventional Crises, Unconventional Responses: Reforming Leadership in the Age of Catastrophic Crises and Hypercomplexity." This book describes strategic concepts and organizational tools that have been successful in confronting catastrophic and hypercomplex events.

Transatlantic 2020

Daniel S. Hamilton

This volume examines fundamental societal, economic, political, and security trends affecting the EU and the U.S. over the next decade. It posits what such trends could mean for the transatlantic partnership by 2020, and, using policy scenarios, recommends the choices likely to influence those patterns. What will the rise of Asia and the BRICs (Brazil, Russia, India, and China) mean for Europe and the United States? How might the consequences differ for the transatlantic partners, and what would that mean for the transatlantic partnership itself? What demographic trends will influence Europe and North America, how will the impact differ, and what effect could this have on the transatlantic partnership? How will trends in demographic change, trends in human mobility, and changes in energy sustainability affect each side of the Atlantic, how will these effects differ for each partner, and what might be the consequences for the partnership? These are the issues explored in this important study.

Europe 2020

Daniel S. Hamilton

Where does Europe fit in the emerging world of rapidly developing countries and deep interconnections between different poles of power? This study provides a global framework for understanding Europe's competitive position in this very different environment.Authors Daniel S. Hamilton and Joseph P. Quinlan map the flows of people, money, goods, services, and ideas that connect Europe to other key global powers. They compare Europe's relative strengths and weaknesses with other key competitors and partners. Finally, they recommend key actions that could be taken at EU and member-state level to improve the European Unions's competitiveness compared to other G20 powers and make the EU a more attractive place to invest and do business.
