The Commonwealth
The Commonwealth is a voluntary association of 56 independent and equal countries. It is home to 2.5 billion people, and includes both advanced economies and developing countries. 33 of our members are small states, including many island nations. Our member governments have agreed to shared goals like development, democracy and peace. Our values and principles are expressed in the Commonwealth Charter.
The Commonwealth Secretariat is the intergovernmental organisation that supports member countries to achieve the Commonwealth’s aims of development, democracy and peace. It publishes authoritative, evidence-based research and knowledge products for policymakers, academics, professionals and wider publics across the world. Our areas of focus and expertise include small and developing states; environment and climate change; democracy, law and government; and social issues concerning young people, gender, health and education.

Partners in Prosperity
Daniel S. Hamilton
One of the most dangerous deficits facing transatlantic relations today is not in trade, payments, or military capabilities. It is a deficit in understanding the vital stake Americans and Europeans have developed in the health of their economic relationship. Globalization is happening faster and reaching deeper between Europe and America than between any other two continents. The transatlantic economy generates roughly $3.5 trillion in total commercial sales a year and employs over 12 million workers in mutually "insourced" jobs. This book maps the increasingly dense web of investment, trade, and jobs that connects Europe's regions to America's states. It traces the impact of NAFTA and EU enlargement on transatlantic economic flows. It tracks intercontinental "connectivity" in the new knowledge economy, and it sets forth areas in which Europe and America continue to be global pathfinders. In the context of today's debates about globalization and transatlantic drift, this book offers some unanticipated and counterintuitive connections that have important policy implications.

Which Values for Our Time
Daniel S. Hamilton
Are we facing a crisis of values? In recent years various thinkers have argued that we face the end of truth (both metaphysical and scientific), the end of beauty, the end of historyeven the end of man. Societal and historical ruptures, discontinuities, and radical innovations can be both cause and consequence of such thinking. Do we truly face a general crisis of meaning? Do we have the means, the tools to overcome it? Can we fathom other values able to bridge the seemingly disconnected cognitive, ethical- political, and aesthetic domains, and possibly reveal affinities between what Plato once termed the True, the Good, and the Beautiful? On the occasion of its 50th Anniversary, the Calouste Gulbenkian Foundation asked leading thinkers to address these questions. The result is a rich interdisciplinary examination, with contributions from Robert Kagan, Patrick Nerhot, Jean Petitot, Maria Luisa Dalla Chiara, Zenon Pylyshyn, Jerrold Levinson, Joseph Margolis, John Keane, David Gordon, and Jean-Pierre Dupuy.

Five Dimensions of Homeland & International Security
Esther Brimmer
This book considers the intersections between homeland and international security and the implications of these connections for preparedness. After the terrorist attacks of 9/11, many analysts abandoned traditional strategic tools such as deterrence and dissuasion. Yet policymakers need to consider a range of effective actions to enhance preparedness. The possibility of catastrophic, high consequence events demands that policymakers go beyond piecemeal extensions of current policies and devise comprehensive defense-in-depth. They could develop policy in "5D"by integrating new approaches to five dimensions of policy: deterrence, dissuasion, denial, diplomacy, and defense. The 5Ds could give policymakers ways to "project resilience" with others abroad as we build resilience at home.
