Role Reversal

Anne C. Richard

After Hurricane Katrina hit the Gulf Coast of the United States on the morning of August 29, 2005, offers of help from other countries poured in on the US Government. Not used to being a recipient of foreign aid, the federal government replied slowly and with mixed signals. This monograph tells the story of these foreign contributions and the U.S. response. Lessons from this experience suggest that plans for a vetting mechanism should be drawn up now so that it is widely understood before the next large-scale crisis hits. In addition, the international community should adopt a uniform list of goods for stockpiling and use in a crisis, and should meet to reach agreement on the best ways to respond to crises. Effective crisis response is an important part of national security.

Rescuing the World Bank

Nancy Birdsall

The World Bank is assailed by critics on the left, right and center on the grounds it is not effective, not accountable, not democratic or legitimate, and most threatening of all, not relevant in a global economy where private capital, production, and ideas dominate. Yet the world needs a strong World Bank working with other international institutions to manage development and the related global challenges of the 21st century. Are the Bank's shortcomings exaggerated or potentially fatal? If potentially fatal, can this critical institution be rescued? Rescuing the World Bank explores the answers to these questions. The first part of the book, The Hardest Job in the World: Five Crucial Tasks for the New President of the World Bank, is a report by a Center for Global Development (CGD) Working Group delivered to Paul Wolfowitz on his first day in the office in June 2005. The second part comprises selected essays, many first presented at a CGD Symposium in the fall of 2005. The Working Group members and essay authors represent a rich array of experience and views. CGD president Nancy Birdsall was co-chair of the Working Group and selected and edited the essays. Her view that the Bank is a crucial global institution but potentially at risk is widely—but not universally—shared by the Working Group members and the essay authors. The provocative volume will be widely read and discussed by those who are actively grappling with how to strengthen the World Bank, by its many stakeholders, and by readers with a broad interest in development seeking a better understanding of this vital and complex institution as it struggles to adapt to the demands of the 21st century.

Religion and Religiosity in the Philippines and Indonesia

Theodore Friend

This comparative exploration looks at religion and politics in the social dynamics of Southeast Asia's two most populous nations. The Philippines and Indonesia are treated as one vast "Phil-Indo" archipelago. Eight leading scholars contribute interwoven and contending essays. The authors find that while neither country promotes a state religion, both lack partitions between church and state. Social dynamics of faith in each elude constitutional restrictions. In the Philippines, a Spanish tradition of an ecclesiastical state exists in tension with a Jeffersonian notion of separation of realms. In Indonesia, pre-Islamic concepts of a god-king fuse state and society, as modern initiatives surge from the premise of a prevailing Islamic community. Official religiosity pervades Indonesian national life, while Filipinos act out their private religiosity en masse, trying to overcome deficiencies in state and church. The book includes 38 photographs, in color and black and white, with commentaries that further illustrate the themes of each chapter. Contributors include Azyumardi Azra (University Islam Negeri, Indonesia), Jose M. Cruz (Ateneo de Manila University,The Philippines), Donald K. Emmerson (Institute for International Studies, Stanford University) Theodore Friend (Foreign Policy Research Institute), Robert W. Hefner (Institute for the Study of Economic Culture, Boston University),Vicente Leuterio Rafael (University of Washington), Jose Eliseao Rocamora (Institute for Popular Democracy,The Philippines) and David Joel Steinberg (Long Island University).

The Rebirth of Education

Lant Pritchett

Despite great progress around the world in getting more kids into schools, too many leave without even the most basic skills. In India's rural Andhra Pradesh, for instance, only about one in twenty children in fifth grade can perform basic arithmetic. The problem is that schooling is not the same as learning. In The Rebirth of Education, Lant Pritchett uses two metaphors from nature to explain why. The first draws on Ori Brafman and Rod Beckstrom's book about the difference between centralized and decentralized organizations, The Starfish and the Spider. Schools systems tend be centralized and suffer from the limitations inherent in top-down designs. The second metaphor is the concept of isomorphic mimicry. Pritchett argues that many developing countries superficially imitate systems that were successful in other nations— much as a nonpoisonous snake mimics the look of a poisonous one.Pritchett argues that the solution is to allow functional systems to evolve locally out of an environment pressured for success. Such an ecosystem needs to be open to variety and experimentation, locally operated, and flexibly financed. The only main cost is ceding control; the reward would be the rebirth of education suited for today's world.
